Beacons platform independent. iBeacon protocol was originally created by Apple that was implemented by hardware vendors. Thus vendor agnostic, plus platform agnostic.

Beacons are small devices that transmit through their antenna small packets of data, usually their unique ID (UID) and operate on Bluetooth low energy stack.

There are more than 1 types of beacons and iBeacon is proprietary to Apple, AltBeacon is an alternative to iBeacon created by Radius Network, URIBeacons that can broadcast a URL and EddyStone, the Google's standard for Beacons.

Most of the latest generation Android Phones and iPhones are Bluetooth enabled and can listen to any beacon available as long as there is an app properly installed on the phone to handle beacons broadcast packages.
